Initial assessment
Before developing or implementing a climate action plan, a PECC or a sustainability strategy, it is useful and recommended to carry out a baseline assessment.
A initial assessment enables you to:
- Understand the situation of your territory, municipality or administration.
- Define priorities.
- Prepare for action.
At the end of the process, you will receive a report providing a clear picture of your current situation, along with a series of potential actions to prepare the next stage.

A baseline assessment helps identify the actions already undertaken by your municipality on energy and climate-related issues, as well as the gaps, the areas affected and the risks present across the territory.
Following the analysis, you will have a clearer understanding of the main greenhouse gas-emitting sectors and will be able to target the most effective measures.
This tool therefore facilitates the development of a Climate Action Plan, a PECC or a sustainability strategy.
- In Switzerland : The Federal Act on Climate and Innovation, approved by popular vote on 18 June 2023, sets a national objective for Switzerland to achieve climate neutrality by 2050. The cantons, for their part, are required to achieve this objective by 2040.
- In the Canton of Vaud : The cantonal popular initiative “For Climate Protection”, approved by popular vote on 18 June 2023, establishes a new regulatory framework for climate protection at cantonal level. These provisions are enshrined in the Constitution of Vaud, recognising climate and biodiversity protection as one of the aims and guiding principles of State action through the amendment of Article 6 of the Vaud Constitution. It also sets the objective of achieving carbon neutrality across the territory of Vaud by 2050. The initiative requires both the State and municipalities to significantly reduce the negative climate impacts of their public policies. Municipalities are also required to adopt action plans and intermediate targets for 2030 and 2040, in accordance with the new Article 52b, paragraphs 1 and 2, and the transitional provisions. The ordinance is currently being drafted to give practical effect to these measures.
The choice of initial assessment depends on several factors :
- The budget allocated to environmental and sustainability issues
- The internal resources available
- The scale of the project and/or the objective identified
- The specific characteristics of the municipality and its policy priorities
When developing a Climate Action Plan or a PECC for your municipality, it is recommended to carry out a carbon footprint, a report on climate change adaptation challenges, or a PECC-type baseline assessment, depending on these factors.
If you are implementing a sustainability strategy to integrate the Sustainable Development of the cantonal 2030 Agendas, it is advisable to start with a sustainability baseline assessment. You may then consider carrying out a carbon footprint assessment at a later stage.
